How does this fit with the Katrina time-line?

Seem like blacks left, and could not come back to jobs. Mexicans were imported to work rebuilding.

Any correlation?

Coming from an investigations background that is a very high case load for each detective given the amount of work involved in each case. I’m thinking they are either not trained properly in that particular field and overwhelmed or are simply lazy investigators. Hard to say but that’s a lot of cases to work...
