Maybe the postal worker was stoned, or hung over. I recall once seeing an incorrect postmark date (I think it was marked "FEB 29" in a year that was not a leap year).

That reminds me...I heard a talk recently by a World War II veteran who will celebrate his 23rd birthday next year. He was born on February 29, 1924.
