Ike Leggett is the tin horn dictator of Montgomery County, Maryland, and is trampling over all kinds of historic preservation laws to move this statue, which has sat at the original 19th century courthouse in the Rockville historic district since 1913. The site was captured by JEB Stuart early during the Gettysburg, Campaign, and has been the centerpiece of of the area's preservation efforts.
