Because in this instance I actually watched the whole video, and saw what was going on.

I'm familiar with college towns.

"Campus Safety" or the equivalent, takes care of business on the college campus. The other law enforcement branches stay away unless they're called.

I want to know what this guy was doing on campus. From the reaction of his superiors, I think I know.
