Well, except for the Texas state trooper being on a college campus passing out "warning tickets" to young women, laughing inanely, and making personal conversation with them... BS... Double BS. He was passing out warning tickets, one to the first young woman, and then to the second young woman, Ms. Bland.
He was chatting both the young women up: "Are you all right?"
It's none of your business, officer - unless the person in question is having a medical emergency.

TX state law allows Texas DPS to issue anywhere where lawlessness is observed, This is true, BUT, typically, city, county & state LE stay away from college campuses unless the campus police need assistance.
He was passing out warnings - not arresting young women for "lawlessness".
