The House should simply and emphatically state that the sanctions WILL NOT BE CANCELED. Those sanctions are a matter of US Law now, and the present cannot decide to make a deal and render them null and void

If the sanctions are law, then they can only be lifted by another law or a treaty.

A properly ratified treaty can also do it.

But that takes a ratification vote requiring a 2/3 majority to approve it.

Only a properly ratified treaty, or a counter resolution/act in Congress therefore could undo the sanction, which is currently US law.

Anyhow, strong leaders in the House and senate would make this clear and indicate that any move by Obama to suspend US law on his own authority, without a ratified Treaty, or a Act of Congress, will be treated for the treason it is and articles of impeachment will be immediately put before the Congress.

THAT is how you must deal with an anti-American like Obama over this deal.

Sadly, we do not have such leaders in the House and Senate. We have some members who are...but the leadership is feckless and is playing political games and is unwilling to stand.
