DC has around 39 different law enforcement agencies which do not appear to communicate with each other.

The Federal government has become like a feudal kingdom, with each agency being its own sovereign duchy. They only owe nominal allegiance to the central government, each one recognizes no constraint on its power, and each agency has its own "army" of armed police to enforce its wishes within its jurisdiction (and often outside of it as well).

Oh, and lest we peasants forget, each duchy does not recognize any constraints on its power over the people, and refuses to be accountable to them.
