I looked at the photo that’s been floating around and see two things
a 9 volt battery connection with no battery
an old low voltage transformer connected to a cord and 110 volt plug
so, since the device needed to be plugged in to the wall, it was not a very good part of a bomb vest that is by definition portable
if there was any credit to be given for an “invention” it was actually a “conversion” from 9 volt D/c to 110 volt A/C power source
