What’s happened is that our culture has become so liberal and tolerant of the aberrant, that in the scenario you mention, the father who administered whoop ass to the naked pervert would be the one who was brought up on assault and battery charges.
I remember hearing that some public nudity and sex displays were getting so out of hand at Folsom Street, that they were considering setting up an oral sex tent, so that people who just couldn’t control themselves could go in the tent, out of public view, and do their sex behavior in there.
As to why nobody would get arrested for public sex displays at Folsom Street, it’s because we are so liberal and tolerant.
