Put them out on an island somewhere (Guantanamo, maybe?) and hold them there until an adequate job of vetting them may be done. Some may be winnowed out quite quickly (the Yazidi and Christians) and admitted to a restricted area within the US at first, to be dispersed later as needed. The genuine refugees among the Muslims would be admitted in very small increments, again to be held in segregated and restricted areas, until it was assured they could accept life in the US, and agree to abide by our laws and rules while guests of the United States, but NO provision for them to pursue a path to citizenship unless they apply according to existing protocol to become legal residents first.
Then there is another bunch, the Islamic jihadists, who should for NO reason and under NO circumstances be permitted to enter the US, but either detained indefinitely, as foreign combatants, or returned to their point of origin.
Or maybe transferred to Kalaupapa, a small unincorporated community on the island of Molokai, within Kalawao County in the US state of Hawaii. The village is the site of a former settlement for leprosy patients. That should put something of a scare into even the most fervent of Mujahideen. I expect few will accept this option.
