First of all, his district wasn't dem-leaning, it was R-leaning, comfortably voting Republican for President. Second, I don't think anyone other than Renzi's mom saw him as a future President, or a candidate for higher office at all.

It was drawn to assure Dems would have a relatively easy shot (not impossible, and they’ve won it 3 out of the past 7 elections). Renzi’s seat was taken by a Dem after the corruption allegations were aired, reclaimed by the GOP in 2010 and after the same gerrymandering again by that “Independent” (*cough*) commission in 2012, handed right back to that same Democrat who succeeded Renzi in 2009.
