(Putin blindsides Bush)

ST. PETERSBURG, Russia — President Bush arrived in Vladimir Putin’s hometown Saturday ready to take in a ballet, a boat ride and a tour of the Hermitage museum before settling down for the night as a guest of the Russian president.

The two leaders have grown close, particularly since Bush played host to Putin at his Texas ranch six months ago. This reciprocal visit to Russia was full of warmth, or at least it started out that way...

....Minutes later, the two leaders walked out in front of the world’s television cameras and Putin blindsided Bush.

At the height of Bush’s celebration over his most significant achievement with Putin, the signing of a nuclear arms treaty Friday, Putin announced that Russia had no intention of severing its ties with Iran.

For months, Bush has insisted that Russia stop working with Iran, which the United States accuses of supporting terrorism. Moscow is helping Tehran build two nuclear reactors that the Bush administration has claimed would ultimately be used to develop nuclear weapons.

The day before, a senior administration official had ratcheted up the rhetoric to put additional pressure on Putin, calling the possibility of a nuclear-armed Iran “the single most important proliferation threat there is.”

Given the chance to respond publicly, Putin not only declared that Russia’s relationship with Iran was entirely proper and that the nuclear reactor was for civilian use only, but he turned the entire issue of nuclear proliferation around on Bush.
