I’m going off of what I have read and seen on TV and my own experience.

That particular scenario is about the only one that “logically” fits all of the actions of the State Dept.....Both before AND after...
Go thru your research again with that in mind....it becomes much clearer that way...lots of tell tale clues that don't compute in other scenarios....All IMHO of course
