Hearings only apply to Central Americans, not Mexicans. True, but just three countries in Central America (Honduras, Guatemala and El Salvador) are sending us almost as many illegals as Mexico.

Hearings only apply to Central Americans, not Mexicans. Probably run into Constitutional issues with that kind of system. Equal protection clause and all.
