If you give the government the right to blanket surveillance on mosques then will a future Democrat administration use that power for surveillance on churches opposed to abortion or same-sex marriage?

I’m old enough to remember that the US attorney general used to have a list of organizations that advocated the violent overthrow of the United States. The KKK was on that list, along with various communist groups, etc. To hold a federal job, you had to sign a statement swearing you were not a member of one of those organizations.
