Certainly close any mosque associated with an attack. On deck for closing, any mosque where rhetoric encourages terror, and a final for closure, any mosque funded by external funding sources.

At what point does a mosque become a de facto government institution — like the ones prohibited in the 1st amendment?

When a mosque assumes dominion and projects that dominion coercively upon the citizenry - is that not a government institution?
