So an override has to be an absolute 2/3 and not just 2/3 of the votes cast?I don't know, but i DO know that, if the override has 289 votes in the House, all 435 Members will be voting.

289 + 137 = 426. Without a published roll call vote, it is impossible to determine how the 9 not voting would vote.
