Why the delay in releasing the video? Was one of Chicago’s many corrupt officials seeking to get through an election first before the video could be shown?

Emmanuel has to keep (a) in the city to keep it from becoming Detroit, but he needs (b) to get elected.
The traditional mechanism for squaring this circle is massive corruption: bloated public employee payrolls and lavish benefits at both the city and county level, payoffs to black preachers to keep blacks on the Dem reservation and illegal alien friendly policies that illegally open up welfare services to Mexicans.
The problem is Rahm is running out of money to keep the wriggling mass of black and Hispanic parasites he needs to get elected happy.
Mayor Rahm Emanuel has but to look in any mirror to see guilt.

Anita Alvarez (States Attorney) and her incompetence made this worse by charging Officer Van Dyke with first degree murder, a charge she cannot prove. First degree murder requires PREMEDITATION. There is simply no way Alvarez can prove Officer Van Dyke woke up that morning with a plan in his head to kill a black kid that was hopped up on PCP. Six seconds, the total time Van Dyke was on the scene before he started shooting is not premeditation either. Premeditation is a thoughtful, planned, willful act according to the law. Officer Van Dyke is guilty of none of those three criteria.
Anita Alvarez is either the most incompetent States Attorney there ever has been in Illinois (and we've had quite a few of them!) or she deliberately charged Van Dyke with a murder charge that will be impossible to prove.
Does Van Dyke belong in jail? Absolutely he does in my opinion. He has to be charged correctly in order to put him there. That won't happen thanks to Anita Alvarez's incompetence and firing Garry McCarthy is nothing more than Rahm Emmanuel trying to feed the alligators (the "black lies matter crowd") to try and save his own ass from being eaten by the political corruption he himself set in motion.
That is what McCarthy gets for spouting the left wing propaganda.
