juat heard on the news that a neighbor saw suspicious activity at the terrorist’s house, days ago, but didn’t report it because she didn’t want to “ethnically profile” them.

She thought about calling the police and reporting the suspicious activity, but she did not want to racially profile.

You’re right of course but she probably also felt some personal level of fear for herself and any family members. LE will not protect you; it only acts AFTER an event. Fear can paralyze.
So combine the social stigma of being seen as a racist, along with real personal fear and the anxiety level is sky high. Again, she should have reported the suspicious activity but its somewhat understandable why she didn’t.
