President Obama will discuss the San Bernardino, Calif., shootings and the broader threat of terrorism on Sunday night in a rare prime time address from the Oval Office.
The address at 8 p.m. will hit on the Islamic State in Iraq and Syria and how the terror threat has "evolved, and how we will defeat it," according to the White House.
"He will reiterate his firm conviction that ISIL will be destroyed and that the United States must draw upon our values - our unwavering commitment to justice, equality and freedom - to prevail over terrorist groups that use violence to advance a destructive ideology," the White House said in a statement. The speech will come less than a week after 14 people were killed and dozens injured during a shooting in San Bernardino, which is now being investigated as an act of terrorism. It is also less than a month after the terrorist attacks in Paris, for which ISIS claimed responsibility.
Obama called the California shootings an act of terrorism earlier in the day and said it is possible the two shooters were radicalized. But during a briefing with national security aides, Obama was told there were no links yet uncovered to a broader terrorist cell.
The Islamic State in Iraq and Syria has increasingly encouraged lone wolf attacks. Authorities said the female suspect in the shooting pledged her allegiance to the terror group in a Facebook post.
That is a very real possibility since the ATF is under his authority.

From now on, if any American says anything bad about Muslims, I have directed the FBI, CIA, Homeland Security, the IRS, the entire Military, the Justice system, and Black Lives Matter, to throw the book at those Americans who insist on saying such uncivil degradations of our Muslim brothers and sisters. I have also directed Loretta Lynch to delete those parts of the Constitution which guarantee such things as the right to free speech, freedom of religion, the right to keep and bear arms, and so forth, and replace them with all the restrictions on those freedoms I have discussed here tonight, as well as elsewhere.
Finally, I know there has been a lot of talk and rumors about a presidential election possibly being scheduled to take place next year. Well, after careful consultation with Loretta Lynch, Joe Biden, and other highly respected leaders on my team, I have decided to cancel that election, and to remain in office for another term, to further help and serve the American people in these troublesome times. Furthermore, I have decided to dismiss about half of congress, so I can work closely with the remaining members of congress to fundamentally change America, just like I promised.
