They’re not because they don’t actually know what he will say. It’s not like the State Of The Union speech that gets handed out ahead of time. They can’t schedule time to respond with no time to prepare an accurate response. We can predict what will be said, but if a response were scheduled he’d be smart to add a spin undermining it.

Because the Republicans secretly agree with Obama. The Republicans don’t gather in secret to plot against Obama; they gather to plot with him. With one year left in his administration, Obama is becoming the left feint to the Republican right hook.
