Hope we never have to use nuclear weapons against ISIS, says Russian President Vladimir Putin

Russian President Vladimir Putin has said that he hopes that Russia would not have to use nuclear weapons against ISIS.
As reported by Russia Today, Vladimir Putin has praised the Russian cruise missiles fired against terrorists in Syria from the sea. He also expressed hope that these weapons would not have to be armed with nuclear warheads.
During a meeting at the Kremlin with Defence Minister Sergey Shoigu to take stock of anti-ISIS operations in Syria, the Russian President made some revealing remarks.

Oh I don't know, it's been decades since the Russians have been able to
conduct any atmospheric testing, a brief respite in the Test Ban Treaty
of '63 wouldn't hurt anything as long as precise targeting of the (ahem)
'test nuke' is observed.
As long as they don't use that gigantic 'Tsar Bomba', it should be fine.
(Tsar Bomba of 1961 yielded approximately 60 megatons)
