A resolution doesn’t bind anyone to any actions. It is meaningless unless you are a voter and you have taken note that your senator have not represented you.
This was a bad move. It flushes out the senators who are pro Syrian immigration without actually accomplishing anything. Since this is just a committee vote it probably will not come to the floor to establish it as law. If it does the house will shoot it down.
