No, the "go-ahead" or "green light" was a lie from the beginning. April Glaspie, the ambassador, told Saddam that the United States did not intend to intervene in the dispute between Saddam and Kuwait over non-vertical drilling practices that Saddam claimed were violating the Iraqi border and that he eventually used as a casus belli. It was an absolutely correct diplomatic response that was twisted into a "green light". I'm sorry to see it repeated so often on FR.
