You are absolutely correct. Since January 2011 every dollar spent by Obama has been authorized by the Republicans in the House of Representatives who have consistently violated their oaths of office and ignored the wishes of their constituents.
The fiscal year for the government began October 1, 2015, yet we still do not have appropriations bills passed. The Republicans in the House and Senate have proven they cannot govern responsibly.
