Cruz and Paul are running for President and found a way to cast their votes. So Rubio did not think is was important enough to cast a vote on this legislation.
Didn’t he say several weeks ago that since he’s not going to run for his seat again, it doesn’t matter if he votes or not? Or something to that effect.
