Klamath Basin: Water pact crumbles in Congress after years of work ( Oregon & California )

The agreement never sold well either in solidly Republican Klamath County or on the California side of the border, where the idea of removing dams and tilting the scale toward environmental and tribal purposes was regarded suspiciously.

"They try to say the community is for it, and it's not true at all," said Klamath County Chairman Tom Mallams, noting that almost all successful candidates in the area run against the agreement.

Among western Republicans, the idea of removing the dams has been viewed with great suspicion, even though the aged structures are relatively small hydroelectric producers, aren't used for irrigation and have major fish-passage problems. PacifiCorp, which owns the dams, has agreed to remove them instead of going through the uncertainty and huge expense of relicensing them.

But congressional critics have long fretted that it could create a precedent for fulfilling environmentalist fantasies for widespread dam removal in the West.

A PacifiCorp official told the Capitol Press, an agricultural newspaper, that the company will now seek to relicense its dams. Conversely, WaterWatch, a Portland-based environmental group that never supported the agreement, argues the dams can't be brought up to modern standards and that it hopes to force their removal through the federal regulatory process.

Meanwhile, Addington said irrigators will probably have to unleash their lawyers to go into court to fight the Klamath Tribes over water rights in the upper basin. The tribes won a 2013 ruling that they hold the superior water rights, but there are still avenues for appeal.

Don Gentry, the Klamath tribal chairman, agreed that more litigation looms.

The battleground is the 13,000-square-mile Klamath River Basin between southern Oregon and northern California. The listing of salmon and sucker fish under the Endangered Species Act in the 1990s touched off years of fighting over water rights, and anger boiled over in 2001 when the feds shut off water to farmers in the region, in a bid to help endangered fish.

Klamath Basin Restoration Agreement (KBRA) in 2010.. calls for the removal of four hydroelectric dams on the Klamath River.

All told, the dams are 400 feet high and can produce 145 megawatts of carbon-free power - and taking them offline would make this the largest dam removal project in U.S. history, far exceeding the removal of the 210-foot Elwha Dam in Washington state in 2012.

Oregon’s lone Republican member of Congress, Greg Walden, wrote a bill that would give 100,000 acres of federal forest land to local counties to be managed for timber revenue. The legislation is designed to compensate Siskiyou County in California and Klamath County in Oregon for the loss of tax revenue from the dams.

Who need hydroelectric dams? I get my electricity from the wall outlet.

And who the heck needs water? I get my water from the faucet!!!

And who the hell needs farms? I get my food from the grocery store.

Geesh, it’s like I’m the only smart person in the world with my Prius and recycle all my trash. 8 years of Gender Studies made me pretty smart you know...

If the libs were serious about "restoration," they'd start with the removal of the O' Shaughnessy Dam in the Hetch Hetchy Valley.

Great memories of how FR helped to stop the eco terrorists from destroying the ranchers, farmers below the lake.

I was just a newbee, and I realized how effective FR and FReepers could be when we got organized.

After the eco nazi terrorist backed down, a few us funded a big billboard off I5 slamming the eco nazis. It was up just in time for Al Gorebull Warming to see it on a visit.

Good times and good FRiends and memories were made.

What is seldom mentioned in all this blather is the way dam removal mobilizes toxic minerals and allows them to pollute the river. Public water supplies along the Rogue are a total mess because of it.
