Why wasn’t there a filibuster on the omnibus budget to remove the additional immigration spending? It seems like that would’ve been a shutdown that the public would have stood behind.

Even though they voted no on the bill, much more could’ve been done at the time instead of giving up to go home for Christmas.

Politicians.

Unfortunately the donor class wouldn't get behind a shutdown. It appears they have directed the crony political class that there must never, ever be even a moderation of the federal money flow.
