The bill being proposed has nothing to do with who pays for it. I agree with you, the taxpayers shouldn’t pay, the patient should pay. Back to the bill, the effect is to set conditions that patients and doctors must do in order to obtain the drug. If a patient was paying with cash on hand, the bills effect on the patient is just the same as if the patient was receiving government handouts.
