An amendment such as the one that you've proposed above would be treated just like military funding is today. I fear that is true.
The real solution is simpler. Governors must retake their 10th amendment powers, they must resist, if they can't then it is over in any case.

The real solution is simpler. Governors must retake their 10th amendment powers, they must resist, if they can't then it is over in any case. Several states, including my own South Carolina, have passed 10th Amendment Resolutions but have you seen any change? I haven't.
