Nobody remembers one thing Rubio said during that response, just that he reached for a water bottle which denotes he got a dry mouth because he was a nervous liar.
Most people walking the streets would have no idea what The Gang of Eight was. They will however chuckle about Rubio and the Water Bottle.

I suggest you look towards the gang of eight vs his promises before he got elected before you use the word “liar”. Reaching out to drink has nothing to do with it.
