But who gets to decide what one’s “ability” or “needs” are?

That wont shut up the pro-Putin trolls who say that Putin slammed Lenin. He only said that the Bolsheviks did it wrong, but in the end got it right.
Putin still wants to restore the USSR.
Also consider the fact that the USSR is the source of “liberation theology” and that the current Russian government still funds such aims.
The USSR fell, then we lost the Cold War.
