Why didn’t he just stop?
Great question. It’s been said that LaVoy said he wouldn’t be arrested so we can question that. It’s odd to say that and then exit the vehicle with hands up.
He did stop (for a couple of minutes) at the first pull over. The roadblock was a mile up the road from the first pull-over spot. Watch the entire video to see how it went down.

Winter roads may be wet, icey, or both. Traction is not real good. You don’t want to slam on brakes in this case, especially if surprised around a kind of blind corner.
