Well actually the constitution does not say parents meaning father ans mother. What it says is parent which can be either the father or the mother. Otherwise our son and daughter who were both born in the same US Army hospital six years apart and while I was still a German native. Of course we registered both with the US Consulate in Munich when they were 6 weeks old. We received for each a Consular Birth Certificate
