WRONG! As long as the family lived in Canada, that child's direct allegiance was to the Canadian government. ONLY when the family return to the US did Ted's derivative citizenship become applicable.

Cruz mother wasn’t a citizen of Canada. She had sworn no oath of allegiance to Canada. She registered Teds birth at the consulate because he was a US citizen. The US consulate would have helped them with any problems because they were US citizens.
