They wanted to know what the teaching were that were creating so much mayhem.
They were also not against allowing peaceful Muslims in the country...but any effort at the time to enact Sharia Law would have been put down hard.
As with today, back then many Muslims were trying to get away from Shari Law...and for obvious reasons.
