Does the President appoint or simple recommend?
He nominates and the senate either accepts or rejects!!!
The president appoints a candidate, but that appointment requires confirmation by the Senate, or else the president must make another appointment.
To call it a recommendation might suggest that the Senate had the option of going off the board and selecting another candidate of its own, which of course it does not.
