Isn’t he a bit late?

Maybe, maybe not. If the DNC decides that Hillary is too badly damaged a candidate because she is facing indictment over her email scandal, they may decide to bring in slow Joe from the bullpen. There's no way they will let Sanders be the nominee, so they'll wait until Hillary has enough delegates pledged to her to secure the nomination. They will then force Hillary out of the race by promising not to prosecute her if she withdraws. At that point, her delegates will now be free to vote for whoever they want. Biden will be persuaded to accept a draft for the nomination "for the good of the country, and the party."

But the promise would be meaningless if a Republican is elected. To placate the Republican rank and file for the next RINO-ish move, the RNC would cheerfully carry Hillary’s head around on a pike.
