Oregon Justice Department opens investigation of Grant County sheriff

.....The state Justice Department has opened a criminal investigation into Grant County Sheriff Glenn Palmer, who met with militants from the wildlife refuge takeover in eastern Oregon and urged authorities to concede to some of their demands.

The investigation will be handled by the Criminal Justice Division in Attorney General Ellen Rosenblum's office. The division investigates public corruption as part of its duties.

Justice Department officials wouldn't comment on the focus of the investigation other than to confirm they are examining one of nine complaints passed along by the state agency that regulates police officers. The complaints have been filed since late January.

Palmer, 54, who has been sheriff since 2000, has said he won't comment to The Oregonian/OregonLive on any matter......

Palmer is likely to remain in office during the investigation because county officials have no authority to suspend him or otherwise act to limit his police duties.

Scott Myers, Grant County judge who chairs the country commission, said Thursday he was unaware the state had opened a criminal case and he intended to talk to Palmer. He noted Palmer had no undersheriff who could step in.

The last undersheriff, Todd McKinley, resigned and is now running against Palmer, who is seeking his fifth term.........

.... Ammon E. Bundy, 40, of Emmett, Idaho, and other armed protestors on Jan. 2 seized control of the headquarters compound of the Malheur National Wildlife Refuge. Later that month, Bundy invited Palmer to visit the militants at the refuge, but he declined.

Palmer, however, told the local Blue Mountain Eagle newspaper he considered the occupiers to be "patriots." He told The Oregonian/OregonLive that the takeover would be resolved only if authorities granted some of Bundy's demands, including freeing two jailed ranchers and the retreat of FBI agents who arrived in Harney County....

That investigation was done by the Deschutes County Sheriff’s Office in Bend, OR.

They said the shooting was justified by an Oregon State Police trooper but they also discovered that an FBI agent didn’t tell the investigators about two live rounds he fired at LaVoy’s truck and four other FBI agents covered for him.

After their findings were released there was a leak to the media about an FBI drone video showing five FBI agents going through the snow to find the shell casings.

Supposedly the US Justice Dept. will investigate that, we are told.

Finicum drove his truck off the road and got out as one of the FBI live rounds hit the roof of his truck, went through it and shattered a windshield.

Finicum moved away from the truck saying ‘shoot me’ at the time.

It all adds up to LaVoy Finicum apparently feeling the truck with female passengers was being shot at and he was trying to draw fire away from the truck.

Thanks for the info.

I’m particularly interested in the video taken from inside the truck. The police kept shooting at the truck, and throwing flash/bang grenades...but didn’t order to people in the truck to get out, stick their hands out, or anything the police would normally do. It resembled a combat checkpoint more than a felony police stop.

So I’ve been curious to know, first of all, who were the ‘police’. Were they all Oregon Highway Patrol? Or were some FBI? Then I would be curious to know what their intent was when they kept taking pot shots at the vehicle.

The OSP were pulling over and blocking roads with the FBI’s elite “Hostage Rescue Team” along for the ‘action’.

Five FBI agents (”Hostage Rescue Team”) were at the roadblock around their truck inside the roadblock of OSP cars. One of those five was trigger happy as LaVoy’s truck went into the snow and he got out.

Considering that LaVoy drove into the snow, he wasn’t planning on running law enforcement down and hurting them at the roadblock.

“Oregon Live” published the story linked here with a passage about Fincicum being shot while ‘evading’ police.

“Shot while escaping” like the Gestapo major used to say on “Hogans Heroes”.

What galls me is that they continued shooting into the vehicle over and over, as if they found extra bullets and just wanted to expend them.

No real urgency to the shooting, just a pop here and a pop there, as if to make the occupants panic so they could then be murdered.
