Nelson said Tuesday that authorities dont know the identity of who fired those rounds, but he repeatedly said two shots were fired by FBI agents.”
You are right! Who fired the shots? This was a staged ambush and the FBI got the results they planned, prepared for and executed.

While the initial video had no sound, and was decidedly grainy, note also that it had its brightness intensity reduced.
No one visible in the frame fired a shot if you looked for muzzle flashes, and even the two flashbangs were muted to the point they looked like firecrackers. Those 'disruptive devices' are designed to temporarily blind those who look at them with their brightness (hence the 'flash') and should have showed up quite a bit brighter, especially over snow.
Between the dimming of the video and the lack of sound, the situation could be presented as one where Finnicum reached for a weapon before the shots that killed him, instead of one where he reached instinctively toward the exit wounds from the bullets which had already hit him when his hands were up.
