I have to agree with poster 1

Arrogance and intelligence or education are different aspects of one’s character.

Some well educated people as well as some not so smart people are arrogant to the point of being unbearable.

And the opposite holds true.

Cruz could be smart without being arrogant.
Or he could be smart and humble or modest.

But he does seem to be getting more and more snarky and less and less likeable and persuasive because of it.
