So his new strategy is to be the Ultimate Insider by winning delegates that write the rules instead of winning delegates that represent the people.

If they take it fromTrump because he’s a hundred delegates short, then Cruz needs to find a way to snatch it from Romney or Ryan by out-manipulating them on the rules.
