Provided that the property level is significant enough but not too high, and the number of hours worked is also defined in a way that is difficult to game, this is probably as good an idea as any other.

The problem with any non-hereditary system is that often those who would be the best rulers are reluctant to rule and are difficult to identify and compel,while it is difficult to impede all those who want to rule for some reason other than truly having the ability and a desire to do what is truly best.

There is no perfect system in this world, and as Churchill said, “Democracy is the worst form of government, except for all the rest.
