How about carpet bombing the country with non-perishable food items? The NKs would probably be executed or sent to prison if they got caught eating it, though, or insane fat boy Kim would have his minions do something evil like poison it and leave it for people to find. We would then be blamed for the poison.
Unfortunately, they'd probably kill each other trying to get the food. Food drops are usually a bad idea for that reason.
