This event happened in 2007, when Cruz was a nobody. I was thinking that the more likely scenario was that Trump's name might be in the records, after all, he is an East-coaster. However, I don't know where Cruz was at that time nor am I excluding him, anyway. It is plausible that either man could be implicated.

Cruz worked on Bush's team as early as 1999, and then became an associate attorney general at the Justice Department. In 2003, he became the Texas Solicitor General who made trips to DC to argue cases in front of the Supreme Court about 10 times. For Trump, it is highly doubtful that he is listed.
