Standard operating procedure at SCOTUS is that you submit such a request to the Justice who represents the geographic region wher the appellate decision was issued.
If that Justice denies the petition can be submitted it to another Justice to see if he or she will grant the request. That second Justice will either grant the request or submit the request to the full court to see if any other Justice is interested.
This request will now go to Justice Thomas.

You are exactly right. The decision was made by one Justice alone. In other times during American history a justice in Justoce Roberts’ position might have recused himself because of the appearance of impropriety, since Cruz’s name is alleged to be on the list and Cruz worked hard to put Roberts on the court.
