I guess we now know what the "Cruz ground game" is that has persuaded so many "Trump delegates" in several states to switch to Cruz after the delegate had been elected (and had pledged) in the primary by the voters to vote for Trump at the convention.
Finally, the WaPo article does not state if these regulations are FEC or if they are state regulations. Both state and FEC have regulations that apply to primary campaigns and to primaries.

All Trump wins in most states when he "wins" a primary is the vote of a number of delegates on the first ballot.
That is all they are bound to do.
Cruz isn't bribing Trump loyalists to vote for him. He is getting his own people selected to be the delegates. Something Trump could do as well, if he bothered to try.
