Additionally, the WaPo stated that direct payments regardless of amount (amounts are unlimited) from individual donors to delegates are not required to be reported as long as they are not directly related to the candidate or campaign.

I guess we now know what the "Cruz ground game" is that has persuaded so many "Trump delegates" in several states to switch to Cruz after the delegate had been elected (and had pledged) in the primary by the voters to vote for Trump at the convention.

Finally, the WaPo article does not state if these regulations are FEC or if they are state regulations. Both state and FEC have regulations that apply to primary campaigns and to primaries.

I have figured out what “Cruz’s ground game” is, as I could not find it described or defined in any “conservative” media.

There are 858 still available delegates
Trump needs 482 delegates or roughly 56%
Cruz needs 692 delegates were 80% of the delegates remaining

IRS. Calling IRS. Anything that delegates receive is income and taxable.

You don't understand.

All Trump wins in most states when he "wins" a primary is the vote of a number of delegates on the first ballot.

That is all they are bound to do.

Cruz isn't bribing Trump loyalists to vote for him. He is getting his own people selected to be the delegates. Something Trump could do as well, if he bothered to try.
