The Republican National Committee is expected to debate a proposal next week that would dramatically shift the balance of power at this summers convention and impose a new rulebook for selecting the party's nominee.
The proposal, which will top the agenda during a meeting of the Rules panel at the RNCs annual spring meeting in Hollywood Beach, Fla., would fundamentally alter how the convention is conducted, further empowering the delegates to determine the course of the proceedings.
It amounts to not just a changing of the rules but of the rulebook itself, with far-reaching implications, potentially impacting whether party insiders will be able to draft a so-called white knight someone currently not running who would play the role of savior at a deadlocked convention.

Some see the idea as a recipe for utter chaos, and one that could open the door to mischief-making. With thousands of delegates on hand, its easy to imagine a scenario where objections pile up, jamming up floor proceedings and turning the convention into a train wreck all before the eyes of a national audience.
RNC officials say Yue’s plan is almost certain to be tabled until closer to the convention. But it will spark a months-long debate just as the scrutiny into the partys internal workings is intensifying.
Yes, I just bet they do.
New rules:
1) No one may be placed in nomination whose last name starts with "C" or "T".
2) No one may be placed in nomination who did not LOSE at least 8 states.
Hopefully they have a lot of money for LEGAL FEES when Trump takes them to town for what is essentially a BREACH OF CONTRACT, as Trump entered the race under a set of rules and spent $30M (or more now) of his own money based on those rules.
And the fun part is that even if Trump loses, he won’t feel any pain - but much of the GOPe will end up in Section 8.
The kick is in the air for the win. Now is not the time to move the goal posts. Shoulda thought this out better a long time ago.
Trump and Cruz need to be establishing a strategy to fight this. They might continue the battle for public consumption. But, they need to be working together in the background.
Two smart guys can surely see that the divide and conquer game hurts them both.
The new rules will state that nobody can be nominated unless they promise to lose.

Donald Trump says change the rules from needing a majority for nomination to needing only a plurality. GOPe says change the rules to allow new people to be nominated. Ted Cruz says play the rules that are currently in place.
The race is over and all this brokered convention hysteria is just to create the illusion of a race. Cruz will drop out after he loses Indiana. He’s got to start thinking about 2018 or he’ll lose that race too.
Changing the rules is an extremely risky strategy.
If Trump wins a fair convention (the only way that Trump could possibly win), that will be accepted by the vast majority of republicans, even those who do not like Trump. If Cruz wins a fair convention (not one where all the Trump delegates defect on the second round, even though their candidate led in the first round, but one where Cruz wins overwhelming support from the Kasich/Rubio/unbound delegates in the second or later rounds), that will be accepted by the vast majority of republicans, even those who do not like Cruz.
If the delegates, who are overwhelmingly bound to either Trump or Cruz vote for rules that hurt those two candidates, it will be obvious that the process is corrupt even by political standards. If Trump and Cruz are both close to 50%, as is likely, but the convention nominates someone who is pro-Amnesty, pro-Obamacare, and supports big government - the views rejected when Jeb, Christie, Rubio, and Kasich campaigned on that platform - the outcome will be ugly.
As the guy who hasn't a chance in hell of winning anything, it's up to Cruz to capitulate and help Trump over the top. I doubt his ego will allow it - he'd rather see the People go down in flames than lose his one best shot (he's done after this election cycle like Rubio is done) at the WH he has been grooming his career for over the years - he made the goal then started filling out his resume to fit what he thought was the right mix - Trump's getting in and his popularity across the board was the one thing Cruz didn't plan for and it is driving his every thought and action now.
New rule = You need 2,000 delegates by Cleveland or else the RNC picks the nominee in a smoky back room.
Of course if Trump loses it will be his fault for not knowing the rules ...
Don’t believe Cruz is not in this for himself and either thinks or knows the establishment is going to take care of him one way or another as a reward for being a trump spoiler
It no longer looks good for ending this before the convention. My numbers say it is now about 40/60 against.
That's so true....but my gut feeling tells me the GOPeers are putting on an act....trying to look like they're playing tough .... to assuage the malcontents like Bushies/Romney and the rest of the establishment.
There would be a huge price to pay IF the GOPeers changed the rules to block Trump.
The Gopeers are monumentally stupid...but they don't want to go the way of the Whigs.
