I say protect a woman’s privacy first and foremost.

To give by court order a transgender male permission to use a woman’s restroom and locker room is to deny a woman’s right to privacy.

I think that the "Policing," would only occur after an incident that would probably be some form of misdemeanor, at least, in its own right. Absent some incident, I do not see a place for law enforcement to become involved.

Now that Trump thinks that he has dispatched the only conservative in the race, Trump will move from his right-of-center or center position and head left.
