I think what is feared is the actions that would follow if the man had malice on his mind. And “deliberate exposure” wouldn’t be any more legal in a setting like this than before. If he is a “girl” then there is no urinal there. There will be stalls. He should be eliminating behind closed doors. Wagging his member at other visiting patrons will be as illegal there as anywhere there is not consent.

Doesn't have to dress like a girl - just has to say they "feel like a girl" on any particular day.
And you get arrested if you try to prevent him from going in after your daughter.
